Abstract

Development is an effort to create prosperity and prosperity for the people. At present the implementation of the procurement of goods and services includes construction services, which are channeled through government and private projects. All of that confronts the government and building contracting companies or construction service companies to carry out chartering work agreements. In Article 1 paragraph (8) of Law Number 2 of 2017 concerning construction services states that a construction work contract is the whole document that regulates the legal relationship between service users and service providers in the implementation of construction. In implementing construction work contracts between the government and PT. Bahana Krida Nusantara in the construction of the rehabilitation of the D.I Bintan Buyu in Bintan Regency, the implementation procedure must be in accordance with applicable regulations. In carrying out work there are external obstacles experienced by both parties. This study uses the Observational Research research method, namely the author conducted a direct survey of the field to obtain data dumb using a data collection tool in the form of interviews with interested parties and also other important documents. While in terms of its nature this research is descriptive in nature, which provides a clear and detailed description of the implementation of unit price construction work contracts to carry out construction work packages for rehabilitation of D.I bintan (continued) in 2017 in Bintan Regency. From the results of the study, the procedures for implementing construction contracts and obstacles in implementing the agreement between the government and PT. Bahana Krida Nusantara has been carried out in accordance with Law Number 2 of 2017 concerning Construction services and other laws and regulations governing construction work. In the process of carrying out the work there are obstacles experienced by the contractor, the natural factor is almost daily rain so the work has been stopped for a very long time.
