Abstract

In terms of creating prosperity, the government has a big obligation to provide services to community activities, one of the government's roles as the ruler of community activities is through a licensing mechanism. Through licensing the government regulates everything from directing, implementing, and even controlling community activities, as well as through licensing every activity is legalized. One form of permit which is managed by the authority of the regional government is a business license, this licensing is important because with the permit it can be dissected which business is legal and which is illegal. To regulate the business venture, the Pelalawan District Government issued regional regulation Number 07 of 2001 concerning Disturbance Permit Retribution, Pelalawan Regent Regulation Number 15 of 2017 concerning Amendment to Tariffs, Pelalawan District Regulation Number 2016 concerning Regional Retribution. However, the violation of the violations mentioned above is still common in the field, there are even some minimarkets that do not have business licenses. The formulation of the problem raised in this research is how is the issuance of the Permit for Establishing a Supermarket in Pelalawan District? What are the inhibiting factors in the implementation of the issuance of the permit for the establishment of a supermarket business in Pelalawan Regency? From the point of view of this type of research that the author will do is classified into the research of Observational Research by means of Survey whereas when viewed from its nature, this research includes Deskritive research. As for the population in this study are the Head of the Pelalawan Regency One-Stop Investment and Integrated Services, the Business Services Licensing and Non-Licensing Division and the permit management community. The research results show that the issuance of licenses for the establishment of supermarkets in Pelalawan Regency in 2017 can be broken down quite well, although sometimes there are still violations, this can be seen from the requirements and procedures for issuing supermarkets' business licenses which are sufficient in accordance with the provisions has been established. The inhibiting factors for the implementation of the Permit for Establishment of Supermarkets in Pelalawan Regency in 2017 are administrative requirements, lack of community participation, public awareness and law enforcement.
