Abstract

Land registration is useful as a guarantee for legal certainty and rights ownership of land, where registration is carried out at the Office Land. But in reality there are still very many land buyers obtain proof of land ownership, namely overlapping land certificates (overlapping). With the overlapping of land ownership status, hence creates legal uncertainty, because the purpose of land registration to obtain proof of ownership of land as proof of that perfect. The formulation of the problem in research is the duties and functions of the Office Land of the City of Pekanbaru in the issuance of land certificates, and factors inhibitors in the duties and functions of the Pekanbaru City Land Office issuance of land certificates. The method of this research is a type of observational research, namely by way of a survey or reviewing directly to the research location with using data collection tools namely interviews and questionnaires whereas the sift is descriptive which means to give a detailed, clear and systematic about the main research problems. The results of the research are the Tasks and functions of the Land Office of the City of Pekanbaru the issuance of land certificates is in accordance with the provisions apply by using the precautionary principle to avoid mistakes, mistake or falsification of data resulting in the existence of data not correct at each stage of land registration, but this is not close the possibility of carrying out tasks and functions still exist legal issues that occur in the form of double certificates without realized because of the negligence of officers caused by lack of supervision and control of a issued land policy as well no re-checking of data, at the time of measurement and the research in the field is intentionally or unintentionally indicated incorrect boundaries, and inhibiting factors in tasks and functions The Land Office of Pekanbaru City in the Issuance of Land Certificates is lack of extension activities on land, and the number of employees needed is limited and inadequate causing less optimal parties The Land Office conducts administrative registration of land.
