Abstract

Article 362 of the Criminal Code reads: Whoever takes goods, which are wholly or partly owned by another person, with the intention of possessing goods contrary to their rights, is threatened with theft, with a maximum imprisonment of five years or a maximum fine. as Rp. 900,-. One of the criminal acts of theft that is rife in society today is palm oil theft in the Kampar Police Legal Area. This research tries to explain how the efforts of the Kampar Police in tackling the crime of palm oil theft in Bangkinang Kota District in 2019-2021. This study also explains what are the factors that cause the theft of palm oil, as well as explains the obstacles that occur when carrying out efforts to overcome them. This research explains the phenomenon of palm oil theft. This research was conducted by means of observational research, in which the researcher conducted direct interviews with respondents related to the research, and gave questionnaires to respondents who were related to the title that the researcher studied. From the results of the research that the researchers got, there are several factors that cause the theft of oil palm, namely; educational factors, environmental factors, economic factors, and several other factors. The efforts made by the Kampar Resort Police in tackling the theft of palm oil are carried out with two methods, namely Repressive and Preventive efforts, one example is by conducting patrols to areas that are suspected of being areas prone to oil palm theft, while in the obstacle section, when carrying out In this activity, there are several obstacles that hinder the smooth running of activities to tackle the theft of oil palm, including internal and external barriers.
