Abstract

This study focuses on the application of the principle of accountability in Village Fund Management with the aim of describing the accountability of village fund management in Maharatu Village, Marpoyan Peace District, Pekanbaru City. This research was conducted to determine the accountability of village fund management. This research is expected to be useful for the Pekanbaru City Government, especially Maharatu Village, Marpoyan Damai District in an effort to improve the accountability of village fund management. This research is a descriptive research conducted in Maharatu Village. The selected informants are the Village, Subdistrict and Community Implementation Teams who are considered to be able to represent the research unit in managing village funds. The research was conducted by in-depth interviews and by direct observation on the implementation of village fund management. The results of the first study, political accountability, namely the planning of fund management programs have gradually implemented the concept of community participatory development as evidenced by the application of the principles of participatory, responsive, and transparent. Second, public accountability, namely the implementation of the village fund management program has implemented the principles of participatory, responsive, and transparent. For learning community resources in order to realize community empowerment through the Musrenbang forum (Development Planning Consultation). Third, managerial accountability, namely the responsibility for managing funds, both technically and administratively, which has been going well. Fourth, professional accountability, namely village officials or employees have acted and behaved professionally to provide the best service and they can provide benefits based on the skills and expertise they have for the benefit of the community in Maharatu Village. Fifth, personal accountability, namely that each implementation is an important factor in making accountability for what has been carried out, or making reports, regarding the success or failure of the activities carried out by Maharatu Village, Marpoyan Damai District, in accordance with applicable regulations. The level of accountability in the implementation of village fund management starting from planning, implementation, and accountability in Maharatu Village, Marpoyan Damai District, Pekanbaru City is good.
