Abstract

Garbage is goods or discarded waste or goods which have been disposed of by their owners or users or at their orders with the intention of not being taken again. The Bengkalis Regency Regional Regulation concerning the retribution for waste services, as the basis for the implementation of the holding of levies on waste in order to facilitate the implementation of cleanliness and the amount of the tariff is distinguished by the type of business, place of business, area of residence and the type of waste itself. Efforts to develop revenue collection for waste services each year experience obstacles or obstacles. These constraints or obstacles include the behavior of mandatory retribution, the mandatory retribution for waste services is often in arrears in retribution payments for various reasons. From this arrears then the revenue obtained cannot be optimal. The purpose of this research is to find out the implementation of waste/cleaning services by the Technical Implementation Unit of the Sanitation Area, Mandau District, Bengkalis Regency and its obstacles. The methods used are descriptive and qualitative methods; The informants in this study were the Head of the UPT of the Market and Hygiene Service, Mandau District, the UPT Employees of the Market and Hygiene Service, Mandau District and the Community of Mandau District, Air Jamban Village. Data collection techniques are observation and interviews. The results of the research are the implementation of waste/cleaning services by the Technical Implementation Unit of the Sanitation Area, Mandau District, Bengkalis Regency, in the fairly good category. The obstacles faced by Mandau Sub-district in the implementation of garbage collection/cleaning retribution in Mandau Sub-district are as follows: Lack of awareness of mandatory retribution in paying waste/cleaning retribution, Inadequate household facilities and infrastructure and Officers are not firm in collecting retribution.
