Abstract

The occurrence of drug trafficking in Class IIA Correctional Institutions Bengkalis is the presence of communication (mobile phone) between actors smuggling and excess capacity or overcrowding in prisons one of the contributing factors is not optimal supervision by officers Lapas and the lack of firmness of officers in handling telephone use held by inmates and visitors. Even though the residents (Prisoners) are prohibited from owning, carrying and/or using electronic devices. The main problem in this research is what are the causative factors the criminal act of narcotics distribution committed by convicts in the Institution Class IIA Bengkalis Penitentiary and how to deal with that class IIA Bengkalis Correctional Institution conducted against inmates who commit a crime of drug trafficking. The method in this research is field research and research literature. Primary data obtained directly from the results of interviews with specified sources. While secondary data obtained from various literature and legislation. The nature of the research used is analytical descriptive research, meaning to describe in detail the phenomenon which is the main problem regarding the distribution of narcotics in the Institution Bengkalis Class IIA Penitentiary. The results of this study explain that the circulation of narcotics in Indonesia has spread to various environments including Correctional Institutions Class IIA Bengkalis. Lapas which should be a place of training for correctional inmates to improve themselves, not to repeat acts crime has turned into a nest of narcotics trafficking which turns out to be controlled from behind the prison. This is influenced by various factors including the existence of the market (demand), existence of communication media, weak inspection of visitors, negligence in supervision of Correctional Institution officers, limited infrastructure and human resources for Institution officers Bengkalis Class IIA Penitentiary. While the efforts made by Bengkalis Class IIA Correctional Institution in preventing the circulation of narcotics by correctional inmates, namely by maximizing searches at the main door of the Lapas which is suspected to be the place of opportunity for entry narcotics in Correctional Institutions, provide guidance to every inmates, improve facilities and infrastructure as well as human resources for Correctional Officers One way is by holding a narcotics detection kit.
