Abstract

In order to improve the quality of public services the government issued Minister of Home Affairs Regulation No. 4 of 2010 concerning guidelines for integrated sub-district administration services. This regulation was issued to optimize the role of sub-districts to be able to improve service quality and bring services closer to the community. Sub-district integrated administrative services are policies regarding the implementation of public services, at the sub-district level. The services provided cover the field of licensing and non-licensing, starting from the application stage to the document issuance stage, carried out in one place. Koto Gasib District, Siak Regency is one of the Districts that has implemented PATEN since 2012. This study aims to describe the implementation of PATEN in Koto Gasib District, Siak Regency, and analyze the implementation of PATEN in Koto Gasib District, Siak Regency. The method used in this method is Descriptive and Qualitative, and also to find out the obstacles in the District Integrated Administrative Services by using Zeizhaml, Parasuraman and Berry (1990) in Ratminto and Septi Winarsih (175) in Indicators namely Direct Evidence, Reliability, Responsiveness , Assurance, Empathy. The results of the study concluded that the District Integrated Administrative Service Analysis (PATEN) of Koto Gasib Siak Regency in the Licensing Sector has been running effectively so far.
