Abstract

Public services in Indonesia are still a problem that needs comprehensive attention and resolution. The DPMPTSP of Indragiri Hilir Regency is an OPD which was formed based on the Regional Regulation of Indragiri Hilir Regency Number 7 of 2017 concerning the Implementation of One-Stop Integrated Services. However, several main problems are often encountered, including the relatively long time to obtain permits, relatively high costs, the occurrence of illegal levies and the lack of clarity regarding costs and time for completion. The main problems in this thesis research are first, how is the effectiveness of public services at the Indragiri Hilir Regency DPMPTSP Office based on Number 25 of 2009 concerning Public Services and second, the factors constraining public services at the Indragiri Hilir Regency DPMPTSP Office. As for the type of legal research method that researchers use is the Juridical Empirical research method which is a legal research by examining the implementation or implementation of laws and regulations in society. Empirical research means collecting social facts or legal issues in a structured manner and positive legal material can be obtained from activities studying related legal materials. The results of the study show that public services with the implementation of a one-stop integrated service system at the Indragiri Hilir Regency DPMPTSP Office and online services have been effective. This can be seen from the indicators to measure the effectiveness of public services in providing licensing and non-licensing services that are fast, effective, efficient, transparent and provide legal certainty and realize the rights of the community and investors to obtain licensing services. free from extortion, transparency, and others. The obstacles faced by the DPMPTSP Office in Indragiri Hilir Regency are the lack of adequate funds to complete facilities or infrastructure, the lack of training on excellent service programs provided to officers, so that the ability of officers to provide services to the community is still lacking well, the lack of responsiveness of officers to complaints from the people of Indragiri Hilir Regency, the reliability of officers in terms of fast, precise and according to the promised time has not been fully realized, there are still some officers who are not competent according to their duties and functions and there are still officers who are sometimes not friendly and polite to society.
