Abstract

The Pekanbaru City Government has launched a Community Empowerment program based on the Rukun Warga (PMB-RW) which is expected to accelerate the improvement of community development and economy. This research was carried out on May 25, 2022, at the exact location in Delima Village, Binawidya District, Pekanbaru City with the aim of knowing and describing the effectiveness of the Community Empowerment Program Based on the Rukun Warga in Delima Village, Binawidya District, Pekanbaru City in 2018, as well as to find out what factors which became an obstacle in the implementation of the Community Empowerment program based on the Rukun Warga in Delima Village, Binawidya District, Pekanbaru City in 2018. This study used a qualitative descriptive research method. The results of this study indicate that the effectiveness of the Community Empowerment Program Based on the Rukun Warga in the Delima Village, Binawidya District, Pekanbaru City in 2018 Pekanbaru has been implemented quite effectively and the obstacles that tend to occur in the implementation of the PMB-RW program are (1) lack of human resources (HR) , (2) public interest in participating in the PMB-RW training is very low, and (3) lack of guidance from the relevant agencies.
