Abstract

Pekanbaru is the capital and the largest city in Riau province. This city is one of the biggest economic centers in the eastern part of Sumatra island, and is included as a city with high growth rates, migration and urbanization. SK DIRJEN 3236 (2006) School Safe Zone (ZoSS) is the location / area on a particular road segment which is a time-based speed zone to regulate vehicle speed in the school environment. The maximum speed limit for permits entering ZoSS, especially on secondary arterial roads, is 25km / hour and in general the speed limit for vehicles passing Zoss in Indonesia is generally 20-30 km / hour. The method used in this study is to conduct a survey of research sites on traffic flow, vehicle speed, traffic volume, degree of saturation, road capacity that refers to MKJI 1997, crossing behavior surveys, introductory behavior surveys based on the 2006 DIRJEN Decree 3236 and data secondary in the form of a questionnaire given to 100 parents of students at SDN 99 pekanbaru. Based on the results of the calculation obtained the value of degree of saturation is 0.6 <1, the traffic volume is still below its capacity. From the results of the research the vehicle speed is still above the maximum speed for secondary arterial roads, which is above 20-25km / hour (2UD-20), the average vehicle speed at 06.30-07.00 is 39.19 km / hour. For the behavior of the school crossers have not survived with an error rate of 5%. The introductory behavioral survey shows that introductory behavior in these schools has not yet survived with an error rate of 5%. Evaluation of the safety zone of the school in the study location was based on the results of the study so that in the research location the Selamat Sekolah Zone was needed in terms of vehicle speed, pedestrian behavior, delivery behavior and questionnaire results to parents.
