Abstract

Senapelan Subdistrict is one of the high density residential areas in Pekanbaru City. The Increasing population growth resulted an increase the number of residential demands. The increasing demand for settlements by the people in urban areas which are not matched by the provision of residential land, has made people forced to occupy areas that are vulnerable to fire as a place of residence and lack of mitigation efforts in both the management and infrastructure of city fire disaster management. The purpose of this study was to arrange a fire disaster mitigation scenario in the residential area of Senapelan Subdistrict, based on trigger of fire factors and the level of fire risk in the Senapelan Subdistrict. The research method were qualitative and quantitative methods. The qualitative method is used to find out the distribution of residential areas using spatial analysis techniques, and to find out the trigger factors that have the potential for fire and develop mitigation scenarios in Senapelan Subdistrict using descriptive analysis techniques. Meanwhile, quantitative methods is used to determine the level of fire risk in each village Senapelan Subdistrict using weighting / scoring analysis techniques. Based on the results of the analysis, it is known that the widest settlement area is located in Kampung Baru Village with an area of 43.39 Ha and Senapelan Subdistrict having a semi-regular settlement pattern of 48%. Meanwhile, for the trigger factors that become the potential for fires in Senapelan Subdistrict are fire frequency factors, population density factors, building density factors and protection factors installed. While the assessment of the area on the level of fire risk in Senapelan Subdistrict there are 3 village that have a high level of fire risk and 3 village with a moderate risk of fire. Mitigation scenario actions can be done by adding the variable capacity (C) and controlling the using of space
