Abstract

Maharatu is one of sub-district in municifality Pekanbaru where farming activity still exist. It is supported by the location of the sub-district in the Aviation Operational Safety Zone (KKOP) with low density area requerements. However, the development of the city is becoming a threat to agricultural lands which can trigger the conversion of land into built-in land and this can violate the rules relating to KKOP. On the other hand, urban farming is an activity to increase the using of minimalist space in urban areas, supporting aspects of the beauty of the city, improving air quality, helping to create a clean city. Losing agricultural areas in cities will cause a loss of benefits from urban farming. The purpose of this research was to formulate a strategy for developing urban farming in Maharatu sub-district, Pekanbaru City. This research methodology used quantitative and qualitative methods. Qualitative method were used to identify potential (physical, social and economic aspects) and policies related to urban farming using descriptive analysis. The quantitative method was used to formulate a strategy for developing urban farming using IFAS and EFAS analysis. Results of this research showed, the potential factors were obtained from water sources, fertilizer availability, supporting facilities, community awareness, human resource capacity, counseling, operational costs, crop production and food prices. The related policies were still in common, such as such as the absence of regulations or programs related to urban farming. Based on the results of identification the potential and policies was obtained several strategies are arranged according to priorities, (1) to increasing the cooperation with outsider (2) proposing regulations and programs related to urban farming, (3) maximizing agricultural production, (4) optimizing the available land, (5) providing incentives/compensation to landowners, and (6) providing urban land farming.
