Abstract

This study aims to analyze the extent of the objectives and practices of bureaucratic reform in the Population and Civil Registration Service of Pekanbaru City. The indicators of this study are Sociability, Credibility, Access, Facility Appearance, Ability in Presenting Services. This type of research located in the city of Pekanbaru is Descriptive Servey, which prioritizes the questionnaire list as a means of collecting data and data collected with this tool and then becomes the main raw material for analyzing empirical conditions of the objectivity of the existence of research objectives in the studied location. The population used in this study is the Head of the Population and Civil Registration Office of the City of Pekanbaru, Head of the Population Administration Information System Section, Head of Data Management and Presentation Section, Staff of the Population and Civil Registration Office, and Community Services at the Population and Record Office Civil City of Pekanbaru. The saturated sampling technique used in determining individual samples is for the employee population and Accidental sampling techniques for population groups, types and data collection techniques used in this study consist of, primary data collected using questionnaires and interviews and secondary data collected using observation technique. While the data analysis technique used is by using a frequency table tool. Based on this analytical technique the researcher assessed and concluded that Bureaucratic Reform in the Pekanbaru City Population and Civil Registration Service (Study: Electronic Services Population Administration "Less Qualified�). So that the E-KTP is not effective and society is not satisfied.
