Abstract

The Umrah and Hajj Travel Organizing Bureau is an Umrah and Hajj organizer who has obtained permission to carry out Umrah and Hajj services carried out with special management, financing and services. The complexity of the problems in the implementation of Umrah and Hajj worship from year to year, including travel agencies which have no operational authority, even money from fraud to prospective pilgrims. This study aims to determine the supervision of the Ministry of Religion of Riau Province and also to find out the inhibiting factors that affect the Supervision of the Ministry of Religion of Riau at the Bureau of Organizing Umrah and Hajj Travel in the City of Pekanbaru. Indicators used for the Determination of Implementation Standards, Determination of Activity Measures, Implementation of Real Activities, Comparison of Activities with Standards and Action Taking. Research conducted in the city of Pekanbaru uses Descriptive Quantitative research methods, this research method can be interpreted research methods based on the philosophy of positivism, for certain populations and samples, collecting data using research instruments, analyzing data quantitatively with the aim of a predetermined hypothesis. Namely, the efforts and samples in this study were from the Provincial Office of the Ministry of Religion. Riau is hidden by 2 people, Population from the Bureau of Organizing Travel Umrah and Hajj 30 samples consisting of 20 people, In this study researchers collected data through questionnaires, interviews, and documentation. The results of the research conducted on the Supervision of Regional Offices of the Ministry of Religion of Riau Province in the Bureau of Organizing Travel for Umrah and Hajj in Pekanbaru City entered into the category of Effective Enough. The inhibiting factors in the Supervision are that Regional Offices have no routine in conducting supervision, there is a lack of development of synergies between the government and directed bureaus that the bureau authorized for its operations is not valid
