Abstract
The Regency of Bengkalis implement policies in the form of a policy mandate from the Ministry for women empowerment and child protection, namely the development of Child Friendly City/District. However the implementation of this policy is the fact that there are still many shortcomings in its implementation. As for the purposes for which it was made, namely to evaluate policy development of Child Friendly City/District in Bengkalis especially for children dealing with the law, any factor that affects the evaluation of the policy of the district/city worthy of Children in Bengkalis Regency especially children dealing with the law. There are 6 evaluation criteria, namely effectiveness, efficiency, sufficiency, equity, responsiveness, and ordinances. In this study, researchers used the informant research through key informant and the informant. Key informants was the Secretary of the Executive Board of the integrated services centre the empowerment of women and children, while the informant was a complement figures are considered to be knowing about this issue. For information on these researchers using the technique of trisngulasi. Based on the results of the evaluation of the Evaluation Policy Development researchers that Child Friendly City/District in the Province (case study: Child dealing with law) hasn't run with optimal. Implementation has not been effective, yet efisiennya this policy, it is not enough to satisfy the needs of the community, the response to this policy are also less. Factors that affect the evaluation of these policies is socialization which is still lacking, the facilities are not yet adequate, less public participation, communication between instances of the weak.
