Abstract
In marriage, the maturity of a married couple is the most important thing in order to achieve success and prosperity in fostering a household Ark. Underage marriage is a marriage performed by men and women whose age has not reached the age limit for marriage. Where the age limit has been set in law No. 16 of 2019 concerning marriage which is a change from Law No. 1 of 1974 on marriage. The age limit is regulated in Article 7 Paragraph (1) which states that “marriage is only permitted if the man and woman have reached the age of 19 (nineteen) years. To this study there are several formulations of legal problems that researchers carefully, namely: First, How are the causes and effects of underage marriage in the jurisdiction of the Religious Court of Rokan Hilir regency?. Second, how legal efforts are made to prevent underage marriage in the jurisdiction of the Religious Court of Rokan Hilir regency?. The research method that researchers use in this study is the type of qualitative research and the nature of Empirical Legal Research. The research location is located in Rokan Hilir regency, precisely in Bagansiapiapi. The data and data sources that researchers use are primary data and secondary data. Data collection techniques used are interviews and questionnaires. While the method of drawing conclusions that researchers use the method of drawing deductive conclusions that is, draw conclusions from the general to the particular. From the results of research and discussion that researchers found are as follows: first, underage marriages that occur in Rokan Hilir regency precisely in Bagansiapiapi City are caused by several factors, including : economic factors, low level of Education, mass media, traditions, customs, religion, pregnancy outside of marital relations, promiscuity, and self-will. Underage marriages have more negative impacts than positive ones. The negative impacts include: loss of youth, poverty (economic), school dropout, violation of Education Rights, Child Exploitation, bad future, domestic violence (domestic violence), and health. The positive effects of underage marriage include: perfecting worship, learning to be responsible, avoiding actions prohibited by religion, and being independent. Second, efforts to prevent underage marriages in the jurisdiction of the religious court of rokan hilir regency, namely by socializing how the impact of underage marriages are generally detrimental to children, carried out by the government in collaboration with the religious court, the Ministry of religious affairs as well as schools.
