Abstract

This study aims to analyze and explain how the Role of the Bengkalis Regency Manpower and Transmigration Office is in the Settlement of Industrial Relations Problems. Where, the role is measured by five indicators, namely Stabilizers, Innovators, Modernists, Pioneer and Implementers. This type of research located in the Bengkalis Regency Manpower and Transmigration Office is a descriptive survey, which prioritizes questionnaires as a means of collecting data and data collected with this tool and then becomes the main raw material for analyzing empirical conditions of the objectivity of research objectives with the locations studied and by using quantitative research methods. There are two population groups and the sample in this study is company employees who have managed industrial relations problems, amounting to 21 people and employees of the Department of Manpower and Transmigration in Bengkalis Regency, amounting to 3 people. And the entire population and sample is used as a sample where the Office Secretary is the Key Informant and the sampling technique used in collecting data is a census technique for official employees, while the purposive sampling technique is for employees involved in industrial relations problems in Bengkalis Regency based on data recorded in the Bengkalis Regency Manpower and Transmigration Office. Types and data collection techniques used consisted of primary data collected by questionnaire and interview techniques and secondary data collected using observation techniques. While the data analysis technique used is by using frequency table tools. Based on this analysis technique the researcher assessed and concluded that the Role level of the Bengkalis Regency Manpower and Transmigration Service in Industrial Relations Problem Solving was Enough to Act according to the respondent's responses and the author's observation.
