Abstract

One of the areas in Pekabaru that often experiences flooding or inundation is Tuah Madani District. This study aims to determine the appropriate flood control for Tuah Madani District, by carrying out one of the disaster mitigation efforts, namely the assessment of flood hazard and flood vulnerability characteristics. To achieve this goal, the following steps were carried out: analyzing the criteria for determining flood disasters, then analyzing the scoring classification of the criteria for determining flood disasters using a Likert Scale that was adjusted to the criteria of each variable according to applicable regulations, then analyzing the threat of flood hazards, analyzing flood vulnerability using the spatial analysis tool in the ArcGIS software 'Weighted Overlay'. The final stage in this research is to determine flood control for the Tuah Madani District based on the hazard and vulnerability The results of the analysis of flood hazard there are two classifications, namely low and high flood hazard and flood vulnerability analysis produces a classification of medium vulnerability and high vulnerability. The areas in Tuah Madani Subdistrict which are included in the threat of high flood hazard are Tuah Madani Village, Air Putih and Sialang Munggu Villages, and those included in high flood vulnerability are Tuah Madani Village, Tuah Karya Village, Sialang Munggu Village, and West Sidomulyo Village. Appropriate control recommendations for flood hazard and high flood vulnerability are non-structural methods, such as land use regulation, flood area development, building flood resistant buildings, and flood hazard forecasting and warning.
