Abstract

The development of the business of public transportation services is increasing, but with the large number of illegal travel spread throughout the region in Indonesia, especially in Rokan Hilir district, it provides convenience to the community while also causing negative impacts on people who use these transportation services. When viewed from the relationship between business actors and consumers, today there are many cases that arise and adversely affect the interests of consumers. This is also exacerbated by the powerlessness of consumers in demanding their rights. The main problem in this study is how is the responsibility of illegal travel entrepreneurs in relation to consumer protection (studies in Tanah Putih Subdistrict, Rokan Hilir Regency) and what are the inhibiting factors in implementing the responsibility of illegal travel entrepreneurs in relation to consumer protection (study in Tanah Putih District Rokan Hilir). This research is included in the type of observation research by survey, namely by the way the writer descends directly into the field at the location of the research, the nature of this research is descriptive because the author wants to explain conclusions clearly and in detail about the main problem being studied. The technique used in data collection on illegal travel business actors is the temporary census technique for data collection on consumers using a census technique in which the entire population is used as a respondent and a data collection system by means of questionnaires and interviews, while the population used in this study consists of the District Transportation Agency Rokan Hilir, Rokan Hilir District Police, Pekanbaru BPSK, illegal travel entrepreneurs and consumers or users of illegal travel transportation services. The results of this study indicate that the responsibility of illegal travel entrepreneurs has not been carried out optimally, namely regarding the implementation of legal protection of the rights of Public Transport Passengers in this case illegal travel located in Tanah Putih Subdistrict, Rokan Hilir Regency in general has not been implemented as expected. In this case the government needs to be more serious and consistent in implementing regulations that have been made and enforced by the government relating to fulfilling passenger rights, or even need to be made with stricter sanctions against illegal travel entrepreneurs so that if the transportation has arranged business permits transportation and official of course the rights of passengers or consumers will be more secure. In addition, there is a lack of awareness and understanding of consumers regarding the application of existing rules, so that the stipulated provisions of legislation are ruled out.
