Abstract

Education plays an important role in nation and state development because the intelligence, abilities and national character in the future are largely determined by the education provided today. The role of education as a basis in shaping the quality of human beings who have competitiveness and ability to apply knowledge and technology to increase productivity. In Bengkalis Regency, the factors that influence school dropouts include inadequate facilities. Of the total quality of schools, both physically and non-physically in Bengkalis Regency are also fairly low. Both in terms of school buildings that are not feasible to use until the lack of teachers who teach in schools. There are still many shortcomings, such as development. Because so far, the school has never received any weight or lightness from the Regional Government, especially the Bengkalis District Education Office. To find out the implementation of the Nine-Year Basic Education Compulsory Education Program at the Bengkalis District Education Office. The type of research used in this study is qualitative by using descriptive surveys and triangulation techniques. The informants in this study were the Bengkalis District Education Office and a number of Local Government Organizations in Bengkalis District that dealt with Education affairs. Data collection techniques with interviews and descriptive data analysis through qualitative approaches. From the results of the research on the main conclusions regarding the implementation of the nine-year compulsory education program, this has been sufficiently implemented, seen from the indicators of Communication Policy, Resources, Disposition and Structure of the Bureaucracy.
