Abstract

The Village Consultative Body is an institution that carries out a government function whose members are representatives of the Village population based on regional representation and democratically determined. In Law No. 6 of 2014 concerning Villages, the BPD has three main functions, namely first discussing and agreeing on draft village regulations with the village head, both accommodating and channeling community aspirations, the third conducting supervision of the performance of the village head. BPD is a vehicle or vehicle for diggers, collectors and channeling community aspirations at the village level to achieve common goals. According to the author's observation, the function of the BPD in accommodating and channeling the aspirations of the people in Kedundung Island village, Kuantan Tengah Subdistrict, Kuantan Singingi Regency is not going well because BPD members are less active in carrying out their functions of accommodating and channeling community aspirations. the function of the BPD in accommodating and channeling the aspirations of the people in the village of Kedundung Island, 2) what factors are obstacles to the implementation of the functions of the BPD in accommodating and channeling community aspirations. In this study the authors used a type of descriptive research by prioritizing the research tools in the form of questionnaires. The sample in this study were 5 BPD members, 7 village officials and 26 people. Data collection techniques were carried out by method 1) Observation, 2) interview, 3) questionnaire / questionnaire 4) documentation. Based on the results of the study, it was found that the implementation of the Village Consultative Body function in accommodating and channeling community aspirations in the village of Kedundung Island, Kuantan Tengah Subdistrict, Kuantan Singingi Regency has not gone well due to several factors including inadequate facilities and infrastructure, BPD in carrying out its functions as collecting and channeling community aspirations, lack of community participation and lack of harmony in the relationship between Village Government and BPD.
