Abstract

The importance of a community empowerment and institutional effort in the Village area is to be able to improve the capacity of the community and members of the institution and can make the community participate in every activity in the Village in order to realize good governance with community participation in collaboration with the Village Government and community institutions. The UPTof the Kampar District Fisheries Service has empowered the village community, implementing the obligations of the Village Head in fostering and empowering the community and the Village Community Institution has not yet proceeded properly, and lacks understanding and socialization regarding the duties and functions of village community organizations. The purpose of this study is to find out and analyze the empowerment of post-harvest catfish processing by the UPT of the Kampar District Fisheries Service (Study in Koto Mesjid Village, District XIII, Koto Kampar District) and its obstacles. The method used is descriptive and quantitative methods; A sample of 52 people consisting of the head of the UPT of the Fisheries Service, the Village Head and the Community who attended the counseling. Techniques for collecting questionnaire data and interviews and analyzing data descriptively and quantitatively. This study concluded that the implementation of the development of pond fish production by the Regional Government of Kampar District, District XIII Koto Kampar was not well implemented. Government oversight by the Supervisory Team has not been well implemented in Kampar District based on answers from informants obtained from research in the field. The success of the implementation of a program was also influenced by the participation of the community who helped support the programs of the Kampar District Government towards the fisheries business.
