Abstract

One of the affairs that became the focus of the Siak Regency regional government in organizing regional autonomy was the matter of giving permission to everyone who opened a business that had a negative impact on the people or the surrounding environment or called the Hinder Ordonnantie (HO) or environmental disturbances. In connection with the HO permit, the Siak Regency government issued a Regional Regulation Number 25 of 2002 concerning Permit for Interference. The meaning of the importance of disturbance permits is to guide, regulate, control and supervise the activities of spatial use, use of natural resources, goods, facilities or certain facilities to protect the public interest and preserve the environment. The purpose of this study is to find out the services of the Investment Services and One Door Integrated Services in Siak Regency in the management of disturbance permits and to find out the obstacles in the Services at the Siak Regency Investment and Integrated Services in the management of disturbance permits. In accordance with the research problems, the research method used is descriptive quantitative method with the type of survey research. As the population in this study were the Head of the Investment Services and One Stop Integrated Service of Siak Regency, employees in the Field of Licensing and Non-Licensing Services for Business Services and the community who did the disturbance permit. The results showed that the implementation of the Services of the Investment Services and Integrated Services for One Doors of Siak Regency on the management of disturbance permits can be said to be quite good with the results of recapitulation of respondents' responses as many as 25 people or 51%. This is seen from the 4 indicators that the author explained in the previous chapter. The inhibiting factors in the implementation of the services of the Investment and Integrated Services of the One Doors of Siak Regency on the Management of Disturbance Permits are the lack of facilities and infrastructure, incomplete applications, human resources that do not understand modern technology and often the authorities are not in place.
