Abstract

This study aims to determine the People's Participation In The Rural Development Plan Meeting in Sungai Cingam, analyze the factors that inhibit community participation in the implementation of development Sungai Cingam Village and determine the factors that inhibit community participation in musawarah Cingam River Village development plans. Assessment indicators used in this study include community participation in Planning, Implementation, Preservation and Development of Rural Development. This type of research is located in the village of Sungai Cingam of Rupat Bengkalis District are quantitative research method is a method that uses numbers and analyzed descriptively to explain various phenomena in view and then taken to a conclusion. Two sampling techniques are used the census technique and purposive sampling technique. The sample in this study consisted of the village chief, secretary of the village, Village Consultative Body, Head of Rural Affairs, Chairman of the Pillars of Citizens and Peoples totaling 127 respondents. Types and data collection techniques used consisted of primary data was collected using a questionnaire and interview techniques as well as a list of secondary data were collected using observation. While the data analysis technique in use is to use tools frequency table. Based on this analysis technique researchers assess and conclude Analysis of Public Participation In Rural Development Plan Meeting On Sungai Cingam Rupat District of Bengkalis are at intervals of good judgment or not good enough. As well as the village head and the village of Sungai Cingam institutions can explain and provide an example to the community the importance of community participation in the implementation of the activities carried out, in order to achieve the desired goal of government Sungai Cingam Rupat District of Bengkalis.
