Abstract
Considering and remembering that with the rapid development of development today, the problem of orderliness needs to get attention so that the results of development can be maintained properly. In order to guarantee public order, both to protect the citizens of the city, as well as city infrastructure and facilities in the form of roads, green lines, parks, market environments, residential environments, and other city equipment, it is deemed necessary to make provisions governing public order problems. In this case the regional government must cooperate with the Satpol PP so that the implementation of public order can run as expected. The purpose of the research is to determine the results of the implementation of Regional Regulation Bengkalis No. 1 of 2016 on Public Order in the District Mandau, especially the regulation of merchants in Mandau market. The method used is descriptive and quantitative methods; Samples were members of the Civil Service Police Unit and traders totaling 25 people. Questionnaire and interview data collection techniques as well as descriptive and quantitative data analysis. This study concludes that the Organizational Performance of the Bengkalis District Civil Service Police Unit (Satpol PP) in controlling street vendors (PKL) in the District of Mandau, Regency of Bengkalis is considered ineffective. This is known based on the control activities carried out which are not in accordance with the program plan, namely 2 times in one month of control. So far, the Bengkalis Regency Satpol PP has only been patrolling around in the implementation of regional regulations not being applied absolutely to Street Vendors (PKL) in Mandau District, Bengkalis Regency, so that street vendors (PKL) in Mandau District, Bengkalis Regency are not deterred from repeating his actions. Obstacles experienced by the Civil Service Police Unit (Satpol PP) of Bengkalis Regency in controlling street vendors (PKL) in Mandau District, Bengkalis Regency, namely Street Vendors (PKL) in Mandau District, still have very low awareness, especially in regulation and law, lack of the number of personnel from the Pampong Regency Civil Service Police Unit (Satpol PP) which was incorporated in the curbing, and the absence of other places that could be used to relocate Street Vendors (PKL) in Mandau District, Bengkalis Regency to sell in addition to Mandau District.
