Abstract

Keywords: Implementation, Public Policy, Market Service Retribution The government encouraged local governments to explore the potential of regional finance to help finance regional autonomy. In article 285 paragraph (1) of Law Number 23 of 2014 concerning Regional Government states that one source of regional income is the result of regional retribution as a source of regional revenue that can be relied upon and has significance for the implementation and improvement of regional development as the Pancasila increase prosperity and equalize people's welfare so that the region is able to manage and manage its own household. In connection with these authorities, one of the regions granted authority is the City of Pekanbaru. Regarding retribution management, the regional government of Pekanbaru City has issued Regional Regulation Number 6 of 2012 concerning Market Service Retribution. In managing the potential owned by the Cik Puan Market, the city government of Pekanbaru gave direct responsibility to the Cik Puan Market Technical Service Unit (UPTD) in Pekanbaru City. But in reality there are still many traders who do not pay or are late paying retributions, this is because the traders' low understanding of market retribution will have an impact on market management, structuring and renewal. The purpose of this study is to determine the implementation of Regional Regulation No. 6 of 2012 concerning Market Service Retribution in the Cik Puan Market in Pekanbaru City and to find out the inhibiting factors in the Implementation of Regional Regulation No. 6 of 2012 concerning Market Service Retribution in Cik Puan Market, Pekanbaru City. In accordance with the problem, the type of research is Descriptive Survey using the Quantitative Method. The results showed that the Implementation of Pekanbaru City Regulation Number 6 of 2012 concerning Market Service Retribution in the Cik Puan Market can be said to be quite implemented, based on the four indicators I have determined namely communication, resources, disposition and bureaucratic structure and obtaining the results of recapitulation 45%. The inhibiting factor in the Implementation of Pekanbaru City Regulation Number 6 of 2012 concerning Market ServiceRetribution in the Cik Puan Market is the lack of the number of collection officers in the market, as well as the supervision of collection officers.
