Abstract

The existence of forests has an important role in human life, both forests as an economy and forests as an ecology. Related to law enforcement against perpetrators of land clearing for plantations using the burning method which often occurs in Indonesia, especially in Siak District, Riau Province, the police apparatus has a very important role in enforcing the law so as to create just law enforcement. Law enforcement carried out by law enforcement officials in the criminal justice system is one effort that can protect the public from various forms of criminal acts that violate the provisions of the regulations that have been made. The main problem in this research is, the first is how is the law enforcement of criminal acts of land burning by corporations in the jurisdiction of the Siak Resort Police (POLRES)? Second, what are the obstacles faced by law enforcers from the Siak Resort Police (POLRES) in eradicating land burning in Siak Regency? Third, what are the efforts of law enforcers from the Siak District Police (POLRES) in eradicating land burning in Siak? This type of research is sociological juridical research which is carried out by means of surveys, namely research directly in the field in order to obtain concrete and required data by using interview data collectors. While the nature of this research is analytical descriptive, namely research that provides data as accurately as possible in order to describe law enforcement against criminal acts of land burning by corporations in the Legal Territory of the Republic of Indonesia Police Resort (POLRES) of Siak Regency. The results of the study show that criminal law enforcement against perpetrators of forest and land burning in the Siak Resort Police jurisdiction has conducted investigations of perpetrators who have been named suspects or are not yet under investigation and who have been arrested and detained by Investigators from the Special Crime Unit of the Satreskrim Polres Siak. After carrying out a series of examinations of both the suspect and the witnesses, it is reasonable to suspect that a criminal act of forest and/or land burning has occurred. Furthermore, the obstacles faced by the police in eradicating the criminal act of forest and land burning in Siak Regency are based on several factors, namely, law enforcement factors, facility or facility factors, community factors, habit or cultural factors and efforts made by law enforcers. (POLRES) Siak Regency in eradicating forest and land fires in Siak Regency is divided into three forms, namely, primitive efforts, preventive efforts and disaster mitigation and reduction efforts.
