Abstract

Based on economic growth data in Tarutung District, most of the area of which is agricultural land, but this area cannot be said to support regional development and full welfare of the community because based on sub-district data, rice production has decreased in 2020 where in 2019 rice production in Tarutung District is 5 407.26 Tons with a harvested area of 911.5 Ha decreased in 2020 to 4 883.11 Tons with a harvested area of 984.3 Ha. The purpose of this study was to formulate a strategy for developing the potential of the agricultural sector in accelerating regional development in Tarutung District, North Tapanuli Regency. The method used in this study was Location Quotient (LQ) analysis, qualitative descriptive analysis and SWOT to formulate a strategy. The results of this study indicate that commodities that have superiority in Tarutung District are chili in the first place followed by peanuts, scallions and coconut. Then followed by duck farming, sweet potato and tomato commodities. Furthermore, coffee and potato commodities, followed by field rice and cassava. The strategy for developing the agricultural sector based on the SWOT results is: (1) building cooperation between the government, the private sector and the community; (2) increasing the availability of facilities and infrastructure (3) increasing agricultural sector development activities through the application of science and technology, (4) increasing the availability of agricultural land resources and agricultural economic resources by opening wide market opportunities through investors, (5) increasing local government policy support as well as collaboration between stakeholders in the development of the agricultural sector (6) increasing optimal and sustainable agricultural extension activities.
