Abstract

Border study is one of the most important studies in the development of a country. Problems in Indonesia's border areas, including land, sea and air borders with neighboring countries, are not only about how to maintain territorial integrity and security in all border areas, but also about efforts to maintain and empower potential in Indonesia's border areas. Development, supervision and security in the border area can be said to be not optimal, this condition poses a traditional threat that is non-milter in nature and ultimately interferes with the security and welfare of border communities in Riau Province. Based on the literature review, nonmilitary security threats are caused by internal and external aspects of border communities that experience economic and knowledge gaps and roles from various stake holders. This study aims to analyze Pentahelix integration model related to community empowerment in dealing with non-traditional security threats in riau province border region. This study uses qualitative research methods based on library research analysis techniques (literature studies) with analysis of various sources such as Books, Journals, and articles. The results showed that the development and security of border areas needed to be done to overcome the social saturation of the community and overcome non-traditional security threats by establishing a nonmilitary defense system. Nonmilitary defense system in the border region in the form of Pentahelix institutional integration is able to help not only the security of the region but also provide facilitation and advocacy assistance in community empowerment. Community empowerment is a strategy from the results of Pentahelix collaboration policy in increasing independence and understanding to the community regarding the magnitude of non-military security threats to resources in the border region.
