Abstract

In life now the most used energy is gas needed to help people make food and various other needs, but problems arise because the base raises the Highest Retail Price (HET) determined by the government where the price is set at IDR 18,100. for the base. but the buyer buys at a price of Rp. 22,000 above the Highest Retail Price (HET) and this results in losses for the consumer. The consumer protection law regulates consumer rights where in this case the base does not realize consumer rights, causing consumers to lose The main problem in this research is how is the form of legal protection for consumers against the increase in the price of 3 kg lpg gas in the Kampar Kiri livelihood village. What are the obstacles in obtaining legal protection in the Kampar Kiri livelihood village The type of research used is empirical sociological legal research in which this type of legal research is carried out directly through interviews or direct observation. The research data was obtained through an interview process with agents and 4 lpg gas bases and 7 buyers who bought gas at the Penghidupan Village base, Kampar District. Middle Left. The data obtained from the results of data collection, then systematically so as to get an overview of legal principles, legal principles are then analyzed qualitatively Livelihood Village, Kampar Kiri Tengah District, all consumers do not know the price set by the government. The form of consumer protection against the increase in the price of 3kg lpg gas by the base has not fulfilled the law on protection, does not get consumer rights regulated in article 4, paragraph 3, law no. 8 of 1999 concerning protection consumers as explained right to information that is correct, clear, and honest form of protection that can be injured consumers report it to the agent in the village of livelihood. Obstacles in obtaining consumer protection in the middle of Kampar Kiri subsistence village occur due to lack of knowledge and lack of consumer participation in obtaining protection and bases that are not in good faith and lack of Pertamina's supervision regarding price increases.
