Abstract

Pekanbaru City has a Consumer Case Settlement Institution (LPKK). Which is an alternative solution to various consumer and business disputes in order to obtain permanent legal certainty. With the duties and functions that have been regulated in law No. 8 of 1999, concerning Consumer Protection, and Government Regulation No. 59 of 2001 concerning Supervision of Products and Services circulating in the market. The main problem in this research is how the role of the Pekanbaru Consumer Case Settlement Institution in Settlement of Consumer Disputes with Pekanbaru City Business Actors and what are the Constraints of the Role of the Pekanbaru Consumer Case Settlement Institution in the Settlement of Consumer Disputes with Pekanbaru City Business Actors The type of research used in this research is observational research, namely direct field surveys using the interview method as a data collection tool, and then based on the nature of this research is descriptive, namely the author provides a clear and detailed description. Based on the results of research conducted by the author, the Role of the Pekanbaru Consumer Case Settlement Institution in resolving consumer disputes with Pekanbaru City business actors Socialization, Education, Advocacy regarding goods and services products circulating or traded, plays a role when there are Complaints from Consumers who are at a disadvantage. Settlement prioritizes mediation if no agreement is found, then legal action is taken to the court (Litigation). Constraints on the role of the Pekanbaru consumer case settlement institution in resolving consumer disputes with Pekanbaru city business actors use. First, the UUPK has not provided limitations on the meaning and scope of advocacy because it is part of one of the consumer rights to provide legal certainty. Second, the government tends to side with business actors. Third, lack of supporting facilities and facilities. Fourth, lack of public knowledge regarding their rights and obligations so that people tend to be passive. if you experience a loss which is the cause of the ineffective supervision of consumer protection, Fifth, the lack of awareness of business actors to be responsible for the consumer losses they have committed.
