Abstract

The COVID-19 pandemic that has occurred around the world has had an impact on economic activity and also business in the banking sector. The government applies the PSBB/PPKM rules as a form of efforts to prevent the spread of COVID-19. This has caused people to have difficulty in finding a livelihood. With this pandemic, the government issued regulations regarding financing waivers in order to provide convenience for customers and financing institutions. The government issued Financial Services Authority Regulation No.11/POJK 03/2020 concerning National Economic Stimulus as a Countercyclical Policy impacting the Spread of Coronavirus Disease 2019. However, in its implementation, the government issued regulations regarding financing waivers in order to provide convenience for customers and financing institutions. However, in its implementation, the government provides freedom to financing institutions for policy mechanisms for implementing credit restructuring during the COVID-19 pandemic while still being guided by applicable regulations. In conducting this study, the author formulated the main problems including: (1) How to implement the credit restructuring policy during the COVID-19 pandemic at Bank Mandiri Hangtuah KC Duri (2) Obstacles to the implementation of credit restructuring policies during the COVID-19 pandemic at Bank Mandiri Hangtuah KC Duri. The research method that the author uses is produced through observational research to obtain information with interview techniques with parties who have a relationship with the problem under study and are coesioners of debtors who carry out credit restructuring at Bank Mandiri hangtuah KC Duri. The data analysis carried out by researchers in this study is based on data reduction, data presentation and drawing conclusions. Based on the results of research, the author can conclude that the implementation of bank Mandiri Hangtuah KC Duri's credit restructuring policy even though it refers to POJK No.11 / POJK 03/2020 there are no written rules regarding the policy, so there are often misunderstandings about the intention of credit restructuring and many debtors who do not meet the requirements and are not egible in terms of business, it causes debtors to be unable to carry out the credit restructuring. And obstacles in the implementation of credit restructuring are the work process that tends to be long due to the lack of staff to handle credit restructuring problems and the existence of PSBB / PPKM in the process of managing this credit restructuring.
