Abstract

Accountability is an act of accountability for the results obtained after carrying out a certain activity. one example of an activity that is often encountered and must be accounted for is the Complete Systematic Land Registration program, Complete Systematic Land Registration is regulated in the Regulation of the Minister of ATR/BPN of the Republic of Indonesia Number 12 of 2017 concerning Complete Systematic Land Registration. The background in the problem of this thesis is that the National Land Agency of Kampar Regency can be said to be accountable if it meets the accountability assessment, one of the assessments is: first, compliance with the second procedure, third free public service, compliance with standards and time fourth, responsive public service , The Complete Systematic Land Registration Program is known to have frequent delays in the completion of property rights certificates for several applicants who have problems with the administration of their land. This is where the formulation of the problem arises as follows: 1) What is the definition of accountability in the implementation of Complete Systematic Land Registration according to the Regulation of the Minister of Agrarian Affairs and Spatial Planning No. 12 of 2017? 2) How is the implementation of State Administrative Law accountability in the implementation of Complete Systematic Land Registration activities in Bukit Ranah Village? 3) What obstacles did the Complete Systematic Land Registration officer find in Issuing Land Certificates in Bukit Ranah Village? The method used in this study is using empirical research methods by using direct research to collect all information related to this research, either by interviewing related parties, or by careful observation of the object of research. Based on the results of this thesis research, it can be concluded that: 1) The National Land Agency of Kampar Regency is not yet fully accountable in the implementation of the Complete Systematic Land Registration program because the Kampar BPN still has sufficient deficiencies that can hinder the activities of the certificate making procedure, namely in the Mapping, Puldadis, and Filing. 2) The cause of the delay in the completion of the certificate generally occurs in the problematic administration section. As in uploading juridical data, an invalid Identity Card is found (offline), and it is often found that the results of measurements in the field are different from the Indemnity Certificate owned by the applicant.
