Abstract

Underage marriages are marriages conducted between a man and a woman who are both below the minimum age limit as stipulated in Article 7 paragraph 1 of Law Number 16 of 2019 concerning Amendments to Law Number 1 of 1974 concerning Marriage. The phenomenon of underage marriages occurs a lot in Indonesia, while the things behind the occurrence of underage marriages are usually due to economic factors, the low level of education and knowledge of parents, children and society, the factor of parents who are worried about their daughters being said to be old maids, mass media and Internet factors, customary factors, and pregnancy out of wedlock. Underage marriages are very prone to problems because the level of emotional control is not yet stable. So that if there are problems in the household, they tend to be unable to solve them, which can lead to divorce. Therefore underage marriages should not be carried out because those who are underage are categorized as children. However, currently underage marriages still occur in Siak Regency, to be precise in Lubuk Dalam Village, Lubuk Dalam District, which is contrary to Article 7 of Law Number 16 of 2019 concerning Amendments to Law Number 1 of 1974 concerning Marriage which states that marriage only permitted if both the male and female parties have reached the age of 19. Therefore researchers are interested in discussing in detail the factors that cause underage marriages and efforts to overcome underage marriages in Siak Regency. The main problem in this research is what factors cause underage marriages and how efforts are made to overcome underage marriages in Siak Regency. The method used in this research is classified as empirical research. The nature of this research is descriptive which describes the facts examined in the field. The data used are primary data and secondary data. Based on the research conducted, it was concluded that the factors that dominate underage marriages in Lubuk Dalam Village are the parents' desire factor. low parental supervision of children so that children are free to do everything and have marital relations before marriage and the efforts that can be made to prevent underage marriages are to socialize laws related to underage child marriage along with explaining the worst risks that can occur as a result of child marriage to the people of Lubuk Dalam Village.
