Abstract

Seeing the development of society today, quite a lot of problems caused, both problems that cause harm to an individual, society, or the State. The problem that quite a lot occurs in the community is the crime of counterfeiting. There are many acts that are included in the crime of forgery of letters, forgery of identity cards (KTP) is one form of forgery of letters. In 2020 in the jurisdiction of the Tampan Pekanbaru Police, they found a criminal act of forging the manufacture of an E-KTP, in which the defendant had violated Article 96 A of Law Number 24 of 2013 concerning Population Administration in conjunction with Article 55 Paragraph (1) of the 1st Criminal Code. The problems raised by the author are, first, how is law enforcement against criminal acts without the right to print E-KTP residence documents in the legal area of the Pekanbaru Tampan Police Sector. Second, how are the obstacles and obstacles in law enforcement against criminal acts without the right to print E-KTP residence documents in the jurisdiction of the Pekanbaru Tampan Police Sector. This research was conducted using empirical legal research methods or sociological legal research, namely research using a field study approach. while seen from its nature that is descriptive data that the authors get consists of primary data and secondary data. Primary data is data that the author obtained from research respondents with data collection tools in the form of interviews and questionnaires, while secondary data in the form of statutory arrangements, books, journals, and so on. The results obtained by law enforcement against criminal acts without the right to print E-KTP residence documents in the jurisdiction of the Pekanbaru Tampan Police Sector were carried out in accordance with Perkap Number 14 of 2012 concerning Management of Criminal Investigations, namely the process of investigative activities carried out after a report from the victim, Obstacles faced by investigators to eradicate criminal acts without the right to print E-KTP residence documents in the jurisdiction of the Pekanbaru Tampan Police Sector is that it is difficult to find the perpetrators and collect evidence that can ensnare the perpetrators. Counterfeiting of E-KTP residence documents requires a fairly complicated process, therefore usually the perpetrators of the crime of printing fake E-KTP residence documents are carried out by people who already have special skills.
