Abstract
The number of foods without halal labels that have been circulating in Dumai at this time are less attention paid by consumers to food labels without halal labels, both labels from BPOM and from LPPOM MUI halal labels, so it is known that food without halal labels sold in the city of Dumai has occurred. According to BPOM, there is a problem between the consumer and the business actor or food seller, where food vendors in the lower market in the city of Dumai, according to BPOM, have food without a halal label that has not been registered with BPOM and has not been labeled halal from LPPOM MUI. This problem concerns the rights and obligations of consumers to consume food without a halal label which is sold by food sellers without a halal label in the lower market in the city of Dumai because there is a lack of awareness on the part of consumers about imported food being sold and business actors have committed acts that are prohibited for perpetrators. efforts in not meeting the standards required in the provisions of the legislation related to the food. The formulation of the problem which is the main subject of the research results is: How is the Legal Protection for Consumers of Imported Food Products in Packages without Halal Labels Related to Law Number 8 of 1999 concerning Consumer Protection in Dumai City? And what are the obstacles in implementing consumer protection against the entry of food items without halal labels in the city of Dumai? The type of research used is research using observational research methods, namely by means of surveys. By using data collection tools, namely questionnaires and interviews. And using analytical descriptive properties. From the results of the study, it is known that in consumer protection against the entry of food goods without halal labels in the city of Dumai , it has not been carried out well, where there have been many foods without halal labels circulating that do not meet several aspects of halal labels and registration by BPOM and LPPOM MUI due to lack of awareness from the public. business actors and the lack of supervision, Distributors do not register their imported food products with the Disperindag is an obstacle from Disperindag, and the list of ingredients used where food without a halal label that has been or has not been circulated has never been tested at all by the BPOM laboratory and has just been circulated and according to LPPOM MUI food without a halal label circulating is not in accordance with health standards and has many disadvantages for the body, and if there is a dispute between consumers and business actors BPSK is ready to resolve cases of food without a halal label by means of consolidation, mediation, and arbitration.
