Abstract

This study aims to determine the implementation of Law No. 16 of 2019 regarding amendments to Law No. 1 of 1974 concerning Marriage at the KUA Office, Siak Hulu District, Kampar Regency. This type of research is qualitative, while the data collection techniques used are, primary data collected by interview techniques and secondary data collected using observation and documentation techniques. And the data analysis technique used is descriptive analysis, with the results of interviews 4 indicators used include policies implemented, target groups, implementing elements, and environmental factors. Based on this analysis technique, it can be concluded that the first indicator is that the policies implemented have not played a role because there are some people who do not comply with the implemented policies or the rules that have been set and agreed upon are still not being obeyed by the KUA who are still accepting registrations of spouses who are still 19 years old and do not attach any attachments. dispensation letter from PA (religious court). Indicators of the target group of people who are married under the age of 19 are still found at the KUA Office, Siak Hulu District, Kampar Regency, there are still couples who are married under the age of 19 when it is reviewed on the marriage list in 2020 and 2021. In the indicators of the implementation element in charge of implementing Law No. 16 of 2019 concerning amendments to Law No. 1 of 1974 concerning marriage, especially in Article 7 paragraph 1 regarding the permitted marriage age if a man and a woman are 19 years old. Indicators of environmental factors at the KUA office, Siak Hulu District, Kampar Regency, there are still many people who come to register for marriage caused by environmental factors that make them marry under the age of 19 years.
