Abstract

A disaster is an incident or event that causes a large loss to the community, which is destructive, detrimental and takes a long time to recover and one of the disasters that often occurs in Indonesia is a flood disaster which results in economic loss and loss of life. One of the efforts to minimize flood disasters is to make a flood hazard map and flood evacuation locations. Tapung, Tapung Hulu and Tapung Hilir sub-districts are sub-districts in Kampar Regency that often experience flooding. Floods in Tapung, Tapung Hulu and Tapung Hilir sub-districts occur when it rains with high intensity and long duration so that rivers and tributaries are unable to accommodate high water discharges. The purpose of this research is to identify the level of vulnerability to flooding and alternative locations for evacuation of floods in Kampar District. The method used in this study is descriptive quantitative by giving a score to each parameter, namely land use, slope, rainfall and soil type which are then overlaid to obtain a flood vulnerability map. To determine the main points of evacuation, identification of potential evacuation sites is carried out and then scoring is carried out based on the number of MCK, capacity and distance traveled. The results of the analysis obtained the level of flood vulnerability in Tapung, Tapung Hulu and Tapung Hilir Districts resulting in three class levels, namely high, medium and low flood vulnerability. The main evacuation points are in the Tapung, Tapung Hulu and Tapung Hilir sub-districts with 14 points, with the main evacuation points in Tapung sub-district 9 points, Tapung Hilir sub-district 3 points, Tapung Hulu sub-district 2 points. The results of this study are expected that the government and the private sector routinely carry out socialization based on disaster mitigation, especially for people in flood-prone areas.
