Abstract
The population growth rate in Sinaboi District is the highest compared to other sub-districts in Rokan Hilir District and the level of use of modern contraception is also one of the lowest. This study aims to analyze the implementation of the Family Planning (KB) program. The variable of this research is the evaluation of the family planning program which consists of six policy evaluation indicators, namely: Effectiveness, Efficiency, Adequacy, Equitable, Responsiveness and Accuracy. The research method used is a qualitative research method. The informants in the study were the Head of the Population Control Service, Family Planning, Women's Empowerment and Child Protection, Rokan HIlir Regency, Head of Population Control and Counseling, Head of Family Planning Participation Section, Head of Sinaboi Health Center, Midwife at Sinaboi Health Center, Religious Leaders and also Couples of Childbearing Age ( PUS) Sinaboi District. From the results of the study, it is known that the Implementation of the Family Planning Program (KB) Case Study The Rate of Use of Modern Contraceptive Prevalence Rate (mCPR) in Sinaboi District, Rokan Hilir Regency in 2018-2020 has not been implemented in accordance with the target of Program Performance Indicators/Performance Agreements between BKKBN Representatives Riau with the Office of Population Control, Family Planning, Women's Empowerment and Child Protection, Rokan Hilir Regency. The factors that hinder the implementation of the Family Planning Program (KB) Case Study The Modern Contraceptive Prevalence Rate (mCPR) in Sinaboi District, Rokan Hilir Regency in 2018-2020 are: Family planning service facilities in the form of health facilities are not yet available evenly throughout Kepenghuluan in Sinaboi District, the number of family planning extension workers is not sufficient, there is no participation of men in family planning and the lack of funding support from the Rokan Hilir Regency Government in implementing the Family Planning (KB) program.
