Abstract

PETI is an abbreviation of unlicensed gold mining where mining businesses are carried out by individuals, groups of people or companies whose operations do not have permits from government agencies in accordance with applicable laws and regulations. In eradicating the rise of PETI, the Kuantan Mudik District Police have carried out routine raids and sunk ships and burned PETI, but PETI operations are still ongoing until now. The purpose of this study is to describe how PETI entrepreneurs adapt to formal social reactions in Kuantan Mudik District. In this study, the problem was reviewed using criminological theory, namely the anomie theory by Robert K. Merton, especially regarding innovation adaptation. The research was conducted using qualitative methods with the main research data obtained through interviews with PETI workers, PETI owners, sub- district heads, surrounding communities and the village head of Pebaun. Based on the results of the research, it was found that PETI entrepreneurs established a mutualistic relationship with law enforcement officers when it was proven that when raids were about to be carried out, law enforcement officers always provided information to the perpetrators to avoid raids. Therefore, there is no deterrent effect for PETI perpetrators so that PETI operations are still ongoing.
