Abstract

This research is motivated by the ineffective implementation of the DLHK function in reducing and utilizing waste in Tampan District, Pekanbaru City. This study aims to: (1) analyze and describe the Effectiveness of the Implementation of the Functions of the Environmental and Hygiene Service (DLHK) in Reducing and Utilizing Waste in Tampan District, Pekanbaru City; and (2) knowing the inhibiting factors for the Effectiveness of the Implementation of the Functions of the Environment and Hygiene Service (DLHK) in Reducing and Utilizing Waste in Tampan District, Pekanbaru City. The indicators for the implementation of DLHK's duties in preventing forest fires include: (1) clarity of objectives to be achieved; (2) clarity of strategy for achieving goals; (3) a solid policy analysis and formulation process; (4) careful planning; (5) proper programming; (6) availability of facilities and infrastructure; and (7) an educational supervision and control system. This type of research is qualitative research. Based on the results of the study, the researchers concluded that: (1) the implementation of the function of the Environmental and Hygiene Service (DLHK) in reducing and utilizing waste in the Tampan District of Pekanbaru City has not been effective, because there are still obstacles related to the clarity of the goals to be achieved, the preparation of the right program, the availability of facilities and infrastructure, and the existence of obstacles related to the supervision and control system that is educational in nature; (2) the inhibiting factor related to the clarity of the goals to be achieved is the absence of clear targets. Then the inhibiting factor for the preparation of the right program is the lack of precise programs and activities that exist to overcome the waste problem in Tampan District. The inhibiting factor for the availability of facilities and infrastructure is the inadequacy of facilities and infrastructure for waste reduction and utilization by the DLHK, and the obstacle related to an educational supervision and control system is the absence of a special team that supervises the DLHK in carrying out the function of reducing and utilizing waste.
