Abstract

The purpose of this study was to determine, analyze and describe the role of local governments in empowering the sago home industry in the Meranti Islands Regency and to describe the inhibiting factors contained in the process of implementing the sago home industry empowerment in the Meranti Islands Regency. This research uses descriptive qualitative research method. The focus of the research is the process of empowering the sago home industry by the Department of Industry, Trade, Cooperatives and Small and Medium Enterprises, Meranti Islands Regency. The research informants consisted of the Head of the Meranti Islands Regency Industry Trade Office, the Meranti Islands Regency Head of SMEs, and the Sago Home Industry Actors. Data collection techniques are carried out by means of observation, interviews and documentation. The results of the study indicate that the empowerment of the sago home industry has indeed been running smoothly even though there are several obstacles in empowering the sago home industry. Meanwhile, in the implementation of empowerment at the extension stage, small sago industry business actors have not been able to understand what has been done by the service this is because the counseling carried out has not been maximized which amount can be calculated so that the knowledge gained by the sago home industry business actors in Meranti Islands Regency is weak. . The obstacles that exist in this empowerment process are inadequate APBD funds so that the agency is not able to carry out training and counseling as much as possible, besides that the knowledge of home industry business actors is still lacking and lacks the initiative to make their businesses more advanced.
