Abstract

The problems caused by waste are getting bigger and bigger. The waste problem is closely related to the lifestyle and culture of the community itself. The amount of waste every year is increasing in line with the increase in population and the quality of people’s lives. Currently, there are 126 TPS for waste in Pekanbaru City, there are 20 permanent TPS, 98 TPS on vacant land/roadside, and 8 BIN TPS with the amount of waste generated from all residents of Pekanbaru City is around 800 tons/day. The local government of Pekanbaru city has prohibited littering in public places, on roads and in residential areas that can pollute the surrounding environment and pose various risks of disease. In this thesis entitled “Application of Article 5 of Regional Regulation Pekanbaru City Number 08 of 2014 concerning Waste Management” is discussed in the problem, namely: How is the application of Article 5 of Regional Regulation Pekanbaru City Number 08 of 2014 concerning Waste Management and what are the obstacles to the Pekanbaru city government perform their duties in waste management. The method used to answer the problems mentioned above is to use the juridical empirical research method, which is a data collection technique, where researchers make observations directly to the object of research to take a close look at the activities carried out. Meanwhile, judging from its nature, this research is descriptive analytical. The research shows that the information related to waste problems in various TPS in Pekanbaru City is already known by the Pekanbaru City Environment and Sanitation Service. It's just that the waste management procedures carried out are not quite right because there is still an excess of waste (overload) in Pekanbaru City. The planning carried out by the Pekanbaru City Environment and Sanitation Service is considered to have not been optimal, this can be seen from the absence of law enforcement against transportation that disposes of garbage at TPS. Not only that, there is no waste management procedure that is made only to complete it administratively but in practice it is not carried out. Human Resources greatly influence or hinder the implementation of waste management policies in Pekanbaru City. In addition there are also non-human resources such as infrastructure. Facilities and infrastructure need special attention, either by adding or maintaining a fleet of garbage trucks and heavy waste management equipment. Furthermore, the performance of the Pekanbaru City Environment and Sanitation Service (DLHK) is still not optimal.
