Abstract

In order for the kepenghuluan to carry out good governance, it is necessary to have guidance from the sub-district head as a leader in the sub-district area. Penghulu coaching is very important because through coaching, continuous coaching will add knowledge and skills to carry out work so that it will improve the implementation of efficient Penghulu, of course it is hoped that it will be able to carry out its duties and functions which affect the governance itself as well as creating discipline and work enthusiasm . However, it is still not maximal in fostering the implementation of the Penghuluan government in the Bangko Pusako sub-district, Bangko Pusako regency, which has not gone as expected, that the Bangko Pusako sub-district head has not fully exercised its authority in conducting the guidance of the Penghuluan government administrators. The purpose of this study is the role of the sub-district head in fostering the administration of governance in Bangko Pusako District, Rokan Hilir Regency and its obstacles. The method used is descriptive and qualitative; The informants in this study were the sub-district head, the sub-district secretary, the Head of Government, the Head of Welfare, the Head of Government, the Head of Planning and Datuk Penghulu. Data collection techniques through observation, interviews and documentation. The results of this study are that the guidance carried out by the sub-district head has not yet made any changes in the administration of governance in the Bangko Pusako sub-district that has not been implemented optimally, there are still many problems that are always recurring, especially delays in reporting the accountability of the regional government. The task of the sub-district head in fostering the administration of administrative governance is constrained by the many tasks and responsibilities that exist in the sub-district head, so that the time and concentration of the sub-district head to carry out supervisory development tasks is not effective. Apart from that, the wide area coverage is also a problem, this condition is exacerbated by the number of kepenghuluan that must be fostered and supervised.
