Abstract

Coastal areas are considered very productive and have the potential to be managed and have abundant natural resources. The coastal area of Sepempang Village has fishery natural resource potential, which is very strategically located close to the city center and Sepempang Village in the east is bordered by the North Natuna Sea which is the northern border area of Indonesia. In the 2021 Ranai Urban RDTR Draft, it is explained that the capture fisheries zone in the Ranai Urban BWP has an area of 7.31 Ha which is directed to the Sepempang Sub BWP. The purpose of developing the Sepempang sub-BWP in the Ranai Urban RDTR related to fisheries is to provide space for the development of the fisheries sector and its supporting facilities, the second is to provide space for the development of fisheries-based industries. This study aims to formulate a strategy for developing coastal areas through fisheries agribusiness in Sepempang Village, with the objectives to be achieved, namely (a) Identifying the potential of coastal fisheries in Sepempang Village (b) Identifying the characteristics of coastal fisheries agribusiness in Sepempang Village (c) Formulate a strategy for developing coastal areas through fishery agribusiness in Sepempang Village using the IFAS-EFAS analysis technique. Data collection in this study used primary data in the form of questionnaires, field observations and documentation. Secondary data in the form of data collection from agencies, publication data and literature studies. The analytical method used in this research is descriptive qualitative and quantitative with purposive sampling technique. This study shows the fishery potential in Sepempang Village and the characteristics of fishery agribusiness in terms of procurement and distribution of fishery production facilities, primary production activities, processing activities and marketing activities. The results of the IFAS-EFAS analysis obtained eight strategies, namely (a) Strategies for developing the potential of marine resources in Sepempang Village, especially fisheries (b) Strategies for formalizing policies related to the development of fisheries agribusiness in coastal areas of Sepempang Village (c) Strategies for improving and providing facilities and infrastructure. infrastructure that has not been fulfilled to support the development of fishery agribusiness in Sepempang Village (d) Strategies to maintain marine tourism in Sepempang Village as a supporting facility to improve the community's economy (e) Strategies to increase public understanding and insight to protect the oceans and the resources in it (f) Strategy of providing assistance from the government to the community to develop fishery agribusiness in Sepempang Village (g) Strategy of providing training to the community on fishery agribusiness (h) Strategy of increasing cooperation between the Regional Government and the Sepempang Village community in developing coastal areas through fishery agribusiness in Sepempang Village.
