Abstract

Evaluationisanefforttoobjectivelymeasureandvaluetheachievementofpreviously planned results where the results of the evaluation are intended to befeedback for future planning. The evaluation of the Pekanbaru Mayor's RegulationNo. 100 of 2015 concerning the arrangement and empowerment of street vendorswas carried out to assess the process of carrying out their duties. Pekanbaru Cityand to find out the sanctions that have been implemented in the Pekanbaru Mayor'sRegulationNumber100of2015concerningstreetvendors,especiallyintheSimpang Baru Panam market. The problem with this thesis is that there are stillmany street vendors selling on the sidewalks and the absence of strict sanctionsagainst street vendors who violate the provisions of the Mayor of Pekanbaru. Thetype of research in this study is a qualitative method where this research is aimed atdescribing and describing phenomena that occur in the field, both natural andhuman engineering which pay more attention to the characteristics, quality, andrelatedtovariousactivities.Datacollectiontechniquesarecarriedoutbyobservation techniques, namely research conducted by taking data - data taken inthe form of notes anddocumentation and direct interviews. Several informantsrelated to the discussion of this research. The subjects of this research are the Headof Trade and Industry Levy Section of Pekanbaru City, Street Vendors at SimpangBaru Panam Market, Managers at Simpang Baru Panam Market, People who livearound the market. The results of this research are the Industry and Trade Office ofPekanbaruCityhastriedtocarryoutitsdutieseventhoughitisnotoptimalandthe Industry and Trade Office has never given permission to street vendors who sellon sidewalks or road bodies. As well as the absence of strict sanctions againststreetvendorswhoviolatetheprovisionsofthePekanbarumayor'sregulationbecause the sanctions are only written in article 43 paragraph 1 but have not beenfollowed up firmly so that traffic is orderly and the comfort of the community,especiallythe SimpangBaru Panammarketarea.
