Abstract
This study aims to find out to analyze the supervision of Community Organizations carried out by the National Unity and Political Agency of Rokan Hilir Regency based on the Minister of Home Affairs Regulation No. 56 of 2017. The indicators measured are determining standards or the basis for supervision, measuring implementation, comparing implementation with standards and determine the existing differences, correct deviations by means of appropriate action. The method used in this study is a qualitative descriptive method. Data collection is by using interview and documentation techniques. There were 8 informants in this study, 1 Head of Agency, 1 person from Head of Division Head, 1 person from Head of Sub Division, 2 Staff and 3 Ormas management. The data were analyzed using triangulation which consists of 3 things, namely: method triangulation, data source triangulation, and theoretical triangulation. The result of this study is that the implementation of supervision on Community Organizations carried out by the National and Political Unity Agency (Badan Kesbangpol) of Rokan Hilir Regency based on the Regulation of the Minister of Home Affairs No.56 of 2017 is still not optimal. Ormas do not yet know that the existence of the Rokan Hilir Kesbangpol Agency is the external supervisor of the Ormas. The Kesbangpol Agency of Rokan Hilir Regency only collects data on Ormas that are legal entities, while those that are not legal entities have not been recorded. The Integrated Team that has been formed has also not synergized optimally.
