Abstract

This study aims to determine the implementation of local government policies in waste management in Tebing Tinggi District, Meranti Islands Regency in 2020, the implementation is still experiencing several problems, especially in Waste Management in Tebing Tinggi District because the amount of waste production is the highest among other sub-districts in the Archipelago Regency. Meranti. To find out these problems the author uses the implementation theory according to Van Metter Van Horn which has several indicators such as Policy Standards, Resources, Characteristics of Implementing Organizations, Attitudes of Implementers, Communication, Social and Political Economy. The research method uses qualitative research methods as a technique for data collection and direct interviews with informants such as the Head of Service, Head of Division, Section Head of the Environmental and Hygiene Service, Camat, and Community. The results of the study show that the implementation of waste management policies has not been successful considering that the implementation of waste management in the Meranti Islands Regency still looks not serious because it is based on rules or policies such as the Meranti Islands Regency Regional Regulation Number 2 of 2020 concerning Waste Management and explains that the stages of waste management include, Selection of , Collection, transportation, processing and final processing are not running well, such as the absence of waste sorting facilities such as organic and non-organic waste bins, waste collection facilities such as a small number of TPS, waste transportation facilities such as lack of transportation equipment, waste processing and processing facilities end of trash. and there is only one (1) Garbage Disposal Site in Meranti Islands Regency, moreover the waste bank is not included in waste management as in previous years. The inhibiting factor in the implementation of local government policies in waste management in the Cliff Tinggi sub-district, Meranti Islands Regency in 2020, namely There is still a lack of public awareness in supporting the government to understand good waste management, this of course does not escape the facilities and infrastructure from the Meranti Islands Regency government which should be able to and even have to exceed the amount of waste production that exists every day.
