Abstract

Demonstrations are an activity carried out by a person or group to express verbally, in writing, demonstratively in public. In Indonesia itself, there are quite a few cases of student demonstrations that occur because they are against the policies issued by the government. The purpose of this study was to identify the factors that drive students to take exams anarchic actions in demonstrations and the handling of the police in overcoming anarchic actions of students in Pekanbaru City. Various things have been done by the police in dealing with student actions that lead to anarchy. The type of research used is qualitative research, namely research that describes the actual situation in the field. As for the factors that cause students to take anarchic actions in rallies, due to disappointment with the poor performance of the government, as well as issuing policies that harm the community, students impose their will when holding demonstrations so that officials immediately meet students for dialogue, provocations from outside that make the situation in the demonstration became chaotic, the behavior of the protesters like a champion so that they were seen and covered by the mass media. In handling demonstrations, the police carry out several stages in the form of preemptive efforts, preventive efforts, and repressive efforts.
